A shared commitment to a responsible, sustainable and thriving Victorian mining sector.

Bringing together regulatory, dispute-resolution and industry perspectives, the conversation at this tech talk will explore the future of gold and critical minerals; Victoria’s transition to duty-based regulation; project approvals and investment certainty; national environmental reforms; and the role of early stakeholder engagement in building durable community confidence.

Hear first-hand perspectives on what is changing, where the greatest opportunities lie, and what government, industry and project proponents can do to support responsible resources development in Victoria.

Matt Vincent

CEO of Resources Victoria
Matt Vincent is the CEO of Resources Victoria, a dedicated portfolio within the department that promotes and regulates the mining and quarry sector.

Matt is leading implementation of Victoria’s Critical Minerals Roadmap to unlock $200 billion worth of minerals in Northwest Victoria. These minerals are needed to support the renewable energy transition.

Matt has held senior roles at:
• Department of Premier and Cabinet
• Victorian Building Authority
• Environment Protection Authority
• Zoos Victoria

Karen Streckfuss

Victoria’s Mining Warden
Karen Streckfuss is a barrister with over 25 years’ experience in dispute resolution and mediation across a variety of industries.

She has been appointed as mediator to Court-appointed panels and brings a wealth of experience in a range of matters.

Karen was appointed Victoria’s Mining Warden in April 2026.

Joshua Dellios

Lead Environment & Planning at MinterEllison
Joshua Dellios leads the Environment & Planning team at MinterEllison in Melbourne. He advises mining and energy proponents on securing approvals for complex projects and managing the environmental, community and regulatory issues that can influence project success. Drawing on his background in environmental engineering and law, Joshua works at the intersection of project development, social licence and regulatory reform, helping clients deliver major energy and resources projects in a changing policy, regulatory and stakeholder landscape.
