The Value of Consulting with the Community

The
recent (2005) amendments to the Resource Management Act 1991 have made it clear
that there is no obligation on an applicant to consult. However the importance
and value in consulting with the community, particularly before commencing a
major project, cannot be understated.

This
paper looks at the provisions of the Resource Management Act as they relate to
consultation and public participation in the process, and will discuss the
benefits of consultation both before an application is filed and following the
filing of the application. Engaging with the local community can help shape a
project to better fit the community, engender support and address opposition. In
short, taking the extra step to what is legally required, can help smooth what
is potentially a bumpy road. Examples in practice of the value of consultation
are given.
