Large-scale mining in Luzon: assessment of the impact and sustainability of the mandated corporate social responsibility practices for their host communities
Our mineral resources are God-given and so it must mind and optimized responsibly. The Philippine government has the responsibility of promoting the rational exploration, development, utilization and conservation of the said minerals and established the Republic Act No. 7942, or the Philippine Mining Act of 1995. The Act is to enhance national growth and effectively safeguard the environment and protect the rights of the affected local communities. Any mining project has to be technically competent, financially capable, environmentally compliant, and socially acceptable in order to be granted a permit to operate. Absence to any of the said requirements means disapproval of its application. Focusing on the latter, the Department of Environment and Natural Resources Administrative Order No. 2010-21 was enacted that mandates all Contractor/Permit Holder to create a Social Development and Management Program to assist in the development of its host and neighboring communities. By having an approved Program is equivalent to be awarded a social license to operate the said project. The purpose of the Study is to assess the impact and sustainability of the social development programs of selected large-scale mining and quarrying companies in Luzon including the level of compliance as to the requirements of the law. The Program is aligned to our governments national poverty reduction program, the vision of the World Bank in terms of achieving sustainability in the mining industry and is a vital contributor in achieving the attainment of the United Nations Agenda 2030 whereby sustainable development goals are set (such as poverty reduction, good health and well-being, quality education, among others). More interestingly, the said assessment is the first in-depth research conducted by the authors and it was done in order to help improve the said programs and determine how it shall be implemented more efficiently and effectively in the country. With an improved Program and its implementation, the more feasible it is for mining and quarrying companies to help achieve the objective of the government in creating self-sustaining and reliant communities capable of empowerment and managing its own development programs and thus, contribute to the poverty reduction program of the national government.
