The process and control technologies incorporated into the coal preparation plant at Newlands were to be used for the first time in Australia. The commissioning organisation and procedures were set up on the basis that commissioning personnel, while being competent, would be unfamiliar with the equipment. In addition the commissioning process would have to be completed quickly._x000D_
