Unlocking low-emission steelmaking pathways for Pilbara iron ore – a value chain perspective

The steel industry’s decarbonisation imperative presents a unique challenge for Western Australian/ Pilbara hematite-goethite iron ore, whose mineralogical characteristics–such as chemically bound moisture and elevated alumina and phosphorus–complicate its use in conventional blast furnace and direct reduction routes. Despite these constraints, Pilbara iron ore remains a globally significant resource, and unlocking its potential through innovative processing pathways is essential for a sustainable steel future. This paper explores the integration of electric smelting furnace (ESF) technology with direct reduction processes as a viable solution for the low emission, low waste, and high efficiency utilisation of Pilbara iron ore. ESFs enable complete metallisation of iron minerals and effective gangue removal, offering flexibility in feed preparation and compatibility with various reduction technologies. The analysis emphasises the broader and comparative business case for ESF-based pathways. A comparative value chain assessment is presented, evaluating two ESF-integrated flow sheets one based on shaft furnace reduction and the other on fluidised bed technology–against the conventional shaft furnace–electric arc furnace (EAF) route. Key metrics include iron yield, metallics quality, greenhouse gas emissions, and implications for capital investment, operational complexity, and market readiness. The findings demonstrate that ESF-based pathways can mitigate Pilbara iron ore’s processing challenges while delivering competitive environmental and economic performance. In particular, the production of low-emission pig iron offers strategic advantages in terms of product flexibility, supply chain resilience, and alignment with emerging green steel markets. By reframing Pilbara iron ore’s limitations as opportunities for innovation, this study highlights how targeted process integration and value chain optimisation can position Australian iron ore as a cornerstone of sustainable steelmaking. The insights presented will inform technology selection, investment decisions, and policy development as the industry transitions toward net-zero emissions.
